    Pretty sure UTL stands for 'Unauthorized Practice of Law', or something similar, and UPI stands for 'Unidentified Person of Interest'. Could be wrong.

    In real life, UPI stands for Unidentified Person of Interest, and UTL stands for Unable To Locate.
    The vocoder lines imply much the same.
