Setting
The setting of the server is going to be in 1956 as plasmids are being released to the public. This is three years before the civil war so things like the economy are still stable but are just starting to crack at the seams with the blue collar workers of Rapture coming to resent the economy and Ryan.
Who is Ryan?
Andrew Ryan is the founder and builder of Rapture. Born in 1911 near the city of Minsk, Russia in the time when the Tsar held autocratic rule over it. Over his early life, he witnessed the Russian Revolution which brought the Bolsheviks into power which in turn destroyed his families business. This event and the experiences he had while under Soviet rule led him to create his philosophy; that the modern world was created by great men who strove to make their own way. Anytime parasites gained control of such a world, they destroyed it.
In 1919 he fled Russia to America where he believed that a great man could prosper. For a while, Ryan was devoted to his new country becoming a prominent businessman and amassing wealth and fame. However, as he saw more and more state-run social programs popping up in the 30s it was getting harder for him to keep being devoted. He despised what America was becoming seeing more and more socialist and collectivist ideas being installed into the previous worker's paradise that he had experienced while growing his companies. The final straw that caused him to start developing Rapture was the destruction of Hiroshima with the atomic bomb, him seeing it as the ultimate corruptions of his ideas with another man's science and determination harnessed for destruction. This weapon providing the parasites the ability to destroy anything they could not seize.
In Rapture, he was an extremely prominent member of the council and an idol for most who immigrated there. He owned one of the main businesses seen in Rapture; Ryan Industries. This business owned lots of subsidiaries that handled a wide range of activities from maintenance of the city to security.
What was Rapture
Rapture is a colony isolated from the rest of the world opened to the public in 1946 and created through the personal dreams of Andrew Ryan. It was designed as a paradise, letting people escape from the social, political, and religious threats that faced the everyday business man in the post-World War II world. Once established it had a totally free capitalist society with no governmental or religious interference allowing anyone to make a living out of anything. To populate this city Ryan chose the best and brightest from the surface granting them freedom to do anything they wanted in his new economy. In its early years the city showed great promise and from 1946-1958 the city had an economy and market that was booming and it had solid political stability. It had created a culture of entrepreneurship that was unrivaled with new success stories popping up every year about new businesses that were taking hold in the city and unprecedented scientific advancements. Rapture was designed to be completely self-sufficient with no imports allowed from the surface at all as to help maintain the secrecy of the colony.
Economy
The economy in Rapture was designed to be an entrepreneur's paradise. Where any man or woman was able to own any property and achieve anything for their own gain, free from the altruist wants of others. Because of its purely capitalistic society, there were no publicly funded services in Rapture, meaning everything was privately owned and came at a price. This meant that there was no public food programs, health care, fire departments, or sanitation services meaning in areas that couldn't afford garbage pickup trash would pile up and those who couldn't afford health care wouldn't get it.
Because the economy was designed to be completely free from governments and religion it meant there was a lack of moral systems for business and labor to abide by. This meant that any business practice, however unscrupulous, was seen as fine and things like minimum wages were not a thing for the average working man. This also meant that the competition of the market and the customer's choices when purchasing balanced out the economy.
The Rapture Central Council
The Rapture Central Council was originally set up as a loose collection of business owners to oversee commerce in the city. It was the main legislative body in Rapture with lots of different members, most heads of Rapture businesses, attending meetings and going over progress throughout the colony. Despite Ryan's strong anti-government policies the council still had emergency powers to control individual citizens' assets, appropriate itself of private companies, and to issue arrest warrants. Although there were several members of the council all with their own companies within Rapture the council didn't have any real power when deciding matters in the city until Ryan began giving directives.
What caused the downfall?
The start of the downfall was the idea that the city was based on, the laissez-faire economy. This purely capitalist system alienated Raptures less fortunate citizens who were pushed to the side when hard times came with no helping hand to lift them up. If someone had an entrepreneurial minded and knew how to carve their way in the society then it was fine for them, however, a lot of blue collar workers didn't have this mindset and had been promised a fresh start. This caused them to start to resenting the economy because of the lack of help and the cruelness towards the blue collar working man. Something that didn't help the rising worker unrest was the fact that no one could leave the city. To keep Rapture secret from the prying eyes of the surface Ryan banned outside communication, trade, and travel saying that going to Rapture wasn't a choice but a lifestyle. However, this lifestyle quickly dried up for some meaning work was all but impossible to come by and there was no way to escape.
The lack of communication or trading with the outside world allowed Frank Fontaine to create a smuggling empire through bringing things like bibles and beef into the city through his fisheries business. This didn't help things in Rapture as Ryan was becoming ever more paranoid about leaks to the outside world and the parasites that he might of let in with rumors of unions coming from the downtrodden districts. Tensions began to rise higher with Ryan striking out against Fontaine's smuggling ring he began to enforce stricter and stricter laws against smugglers in his city. This eventually leads to hangings in Apollo Square the area eventually becoming a prison for the worst off in rapture guarded strictly by Ryan's splicers.
In the times leading up to the civil war, the tensions in Rapture were rising. As Fontain slowly amassed an army of the working class through his poor houses and splicers through the use of ADAM Ryan got more and more evidence about his smuggling. This eventually culminated in a raid on Fontaine Fisheries where he Fontaine was killed by Ryan Security. After Fontaine was killed most of the council urged Ryan to give Fontaine Futuristics over to the workers as a peace offering, however Ryan decided to nationalize it so that it became owned by the council. This caused an outcry throughout the city as Ryan was directly defying what he said about how there should be no big governments to control the market. This betrayal to the philosophy of Rapture as well as a man called Atlas who was rallying up the workingmen to fight against Ryan caused the tension to bubble over and a civil war to break out on new years eve of 1959.
ADAM and its role in Rapture
ADAM was the wonder drug created through the combined effort of Brigid Tenanbaum and Yi Suchong while working at Fontain Futuristics. It is a substance harvested from a previously undiscovered sea slug which can then be processed to give people amazing powers and properties. It does this by causing the formation potent stem cells that have the ability to differentiate into any cell type. To give people these tremendous abilities it acts as benign cancer, slowly spreading through people and replacing their stable cells with unstable ones. This is what causes long-term ADAM users to slowly loose their minds and is another main caused to the city falling further and further into despair.
Because of it's sudden introduction to the society of Rapture and no proper precautions taken when researching long-term effects the craze of plasmids soon turned sour when there were large amounts of splicers added to the general population of Rapture. Andrew Ryan was urged by the council and his head of security to regulate the market and place a ban on ADAM as it could be seen that it was going to get out of hand. However, Ryan insisted that he would not regulate the market as it went against what he stood for and instead invested in stronger ways for citizens to protect themselves by pouring money into weapons development causing the tinder box that Rapture had become to get even more unstable.
How the economy works
the economy works by providing true freedom to the citizens of Rapture in a new, purely capitalist society. It was designed to let the people sell whatever they wanted for their own personal gain free from the altruist wants from the parasites on the surface. It was free from any government interference meaning that there were no restrictions put on the market this meant that there was no product created in Rapture that was illegal or banned. It uses a principle called the invisible hand the keep prices fair and the market balanced throughout Rapture. This principle dictates that if there is no government interference the people shall balance out the market. It states that as market prices on certain products rise the public will start going to sellers that have their products cheaper meaning that the people who are pricing their product so highly would either have to offer something of a better quality or lower their prices to get the customers back. This means that the market can reach an equilibrium where prices never rise too high above what the public wants Because of the purely capitalistic society in Rapture there were no publicly funded services in Rapture, this meant everything was privately owned and came at a price. How you can use it
You can use this economy on the server to make your own success story. Anything that you can get your hands on you can sell, your business could sell anything you want and could rise to the top as long as you aren't undercut by somebody else. Another way that you can use the market is in the way that you manage your business. Because of the lack of moral codes in Rapture when it came to businesses and labor any business practice, however unscrupulous, was seen as fine by the council. This means that as long as you don't break any laws, e.g killing a business competitor, you're totally in the right. Want to pay a trash company to pile garbage outside his store? Go for it! Want to advertise against them over the PA? Go for it! As long as you can offer a better product or a lower price you'll get their customers in no time. Another big way to use the economy to your advantage is in the services you can think to provide, by providing a service that the people don't have and is needed you'll probably make money off it. Are some areas of the map getting a bit harder to navigate without getting bothered by splicers? Maybe invest in hiring people to be personal protection for the citizens and offer that protection for a price.
The freedoms you have
Want to sell something that might be 'illegal' on the surface? Who cares! With no business restrictions or market regulations anything that you can get from vendors or make you can sell! This also means that you have complete freedoms when deciding things like pricing. If there's a medical office that is pricing its services higher than most can afford, why not go get a Medical Expert Gene-Tonic and undercut them from a building over offering to heal at half the price? The same as food, weapons, and ammo. If you can get your hands on it and you know there's a need for it go set up a store! However be warned, everyone else has these same freedoms and if you start to get greedy with your prices someone else might start selling for cheaper elsewhere in Little Eden.
There are a great many locations on the map for you to set up your business, lots of different stores for you to be able to own and sell from. However don't threat if you can't afford door pricing, you can always start small and sell from the street to get a foothold with your business. If you have enough money you could even expand into multiple types of stock, putting on deals and sales for the public and maybe even a bonus for your discerning customers who are coming regularly. As previously mentioned you can buy whatever you want to start your business, however, there are tiers for the accessibility of certain types of items. Things like food, drink, smokes, and alcohol will be low tier meaning that they can be brought from stock vendors found around the map for you to sell at whatever price you see fit. However, high tier items such as weapons, drugs, and ammo shall be accessible only from admins on duty who shall act as vendors for companies in Rapture that would produce such items. Another system that shall be implemented is quality on the different items. Throughout the server, there will be different qualities of stock available for different prices. Want to get more customers? Purchase a higher grade stock so you sell more exotic items and higher quality food, drink, or smokes. Do bare in mind though that these higher quality quantities of stock shall be harder to break even on so be careful with your pricing!
Items and their tiers
Tier 1: Average items
Cheaper items commonly found at the market that is sold in stock vendors. These items include:
cosmetics
- General foodstuffs like bread, crisps, and tinned food.
- Confectionery products such as chocolate and sweets.
- Drinks such as soda and water.
Tier 2: Minor Addictive items
Items commonly found on the market that can be charged more money for and are more expensive in vendors. These items include:
- Any kind of alcohol from wine to whiskey.
- Any tobacco products such as cigars.
Tier 3: Low-grade weaponry, major addictive items, and medical
Items that are becoming more popular in Rapture alongside plasmids and drugs that can be sold at high prices, they can only be brought from admins on duty which take the role of companies that would sell a stock of this type. These items include:
- Weapons fit for the general public such as pistols and shotguns.
- High grade drugs such as cocaine.
Tier 4: High-grade weaponry and contraband
Items that are not allowed to be sold anywhere on the market. they include:
- Religious artifacts such as religious books of any kind.
- Item's from the surface such as food and drink.
- Communist or Bolshevik books or propaganda.
- Weapons not fit for the general public such as Tommy guns and high caliber rifles.
Roleplay
The main effect that splicing shall have for players of the server is the roleplay that they shall be allowed to do. For example man who's fully spliced can do more than someone has only spliced a little who can do more than someone who has just taken a Gene-Tonic etc. Because of this and the fact that ADAM shall be commercially available in the streets through vending machines and shops someone can choose to change their roleplaying style through earning more money to purchase Gene-Tonics and plasmids. I think this could provide the server a unique experience for anyone willing to go down that route and slowly degrade their character. Another important thing that it shall add to roleplay is the addiction that player should be developing over the course of ADAM usage.
The way that we are going to balance splicing on the server is by implementing different tiers of roleplay that someone can do depending on how much ADAM they have taken. These tiers shall clearly define how many gene tonics and plasmids it takes for players to properly advance as a splicer. This scale shall be clearly shown in the splicer section of the forums to stop people from taking small amounts of ADAM and roleplaying being a fully deformed, crazy splicer. This tier system will be enforced by admins strictly. We are going to put a three/ warning system in place. This is so that everyone will have their first chance to be told that what they are doing is against the rules, however, if they continue to break the rules of the tier system and pass a number of warnings allowed it will be met with a charPK. Player amounts shall also play a part in how crazy splicers can act much like rebels in HL2RP, if there are a low player count splicers should not abuse their power as it will ruin rp for other players unable to do anything to stop them.
Character and appearance
Another big way that splicing shall affect our players is the way that they can decide how it affects their characters, not only in personality but also in appearance. There are lots of opportunities for players when developing how the ADAM effects their characters appearance. Although this might not add to much roleplay for them it will still give them a creative way to slowly deform their body. Although this might not be as jarring as them going insane it still gives them the chance to get creative on how it affects their appearance with things like red welts growing on their face, hair falling out, and in later stages even growths stretching and contorting their face.
The personality change to the player's character is going to be the major one that will affect most players that choose to splice up. This gives players the ability to act in an abnormal way and still have a presence in the society going around the map and interacting with people. This will give people the opportunity to craft a slow decent for their character and will provide players with a good amount of development as they get further into ADAM abuse. Much like the appearance, this can allow players to get creative with how their character acts through the different stages of ADAM usage. No one person would go crazy the same as any and because of this people can craft some creative server-side stories for their characters.
Effect to map/economy/factions
Players getting spliced shall also have a large effect on the community in Little Eden, this shall make things interesting when large amounts of splicers are on the prowl in certain areas of the map. Another effect it shall have is on the economy and the amount of player participating in it at a given time, this is because of the more spliced someone is the less they'll be fit to earn money through conventional means. As a result, they might have to resort to things like stealing to have enough money to keep getting ADAM. This, in turn, will provide constables with a lot of activity when trying to catch rogue splicers. I think That'll provide some good rp for them and keep the faction interesting
