Any normal P4 servers?

I decided to ask here if there's any chance to play on a NORMAL Phase Four server.
I can see a lot of potential in this gamemode, but it has one problem, which is the servers. I played on like 10 different servers, and every of them goes like this: hide in 100% awesome hidey hole, get your cash and crafting up, fucking retards with best stuff use heartbeat detectors to find you and ur ded lel gtfo.
There is NO RP AT ALL going on these servers, just a random shoot em up. Eventually there's an admin faction that usually uses the nexus (obv all maps are from hl2rp) walks around and stroke their e-penises because they have top shit.

I am hoping to find a server with these conditions:
-Map that actually suits P4, because face it. No point for a map with only 1 hidey hole that everyone knows and everything else in plain view.
-Actual RP going on. I am okay with mugging, but people running around in bandit clothes with 9mms using mics to cry out "giv all or die" and killing you anyways break the fun totally.
-A chance for new players to develop. Seriously. The most I acheived before was a crowbar. It's just that any try to play results in spending money on printers which later get destroyed by players with high/max-level stuff.

Please no bashing or ass kissing, use arguments if you're talking about someone's server.
Don't promote your server, simply say that you think it fits.

I don't really believe that a good server exists, but there's a lot of users on this forum, so someone might know one.

 

I miss the C16 P4 server. Hopefully it can come back.

 

I'm sure we two could set up an Unofficial Official C16 P4 to fuck around on

 

I have yet to host them, I still have the C16 server box I setup. I just need someone willing to manage servers on it

 

I have free servers if anyone needs 'em (for C16 stuff).
