Other Battery Bar?

So, I played on a server awhile ago. It was a Metro 2033 theme and they had a bar, in addition to stamina, that measured your battery power, and if you didn't have any you couldn't use your flashlight. Pretty straightforward, but also pretty important for a metro server, in theory. Was wondering if anybody knew of a plugin that made this happen, or if not, how one might go about getting a function for having the flashlight on to drain the battery bar. I imagine I could probably get the bar up based on the stamina information, but some help with the flashlight causing it to drain would be helpful.

Reason I ask is many of the former players want me to help them recreate the server. Former dev/owner has expressed zero interest in remaking it at the time and is unwilling to share his code, so I've got to do it myself, and this is a kind of essential component, and sadly the only one I don't really have an idea of how to do.
