Civil Administration

    So far, on many servers, the Civil Administration faction (aka CAB, CA, UCA, etc) has been used for almost nothing except speeches and plain-old assassinations. With the new Official Server coming up, and for other servers as well, how could that faction be refined to be something better, and less boring? Something to give players another reason to be on their CA char other than the power-trip feel of barking orders at people.

    That's a really interesting question and I feel like it would be great if we spoke about it at the meeting this weekend, but here's my two cents: The Civil Administrator isn't much of a faction as much as it is a couple of people who are essentially event characters - if they roam the street they usually require another player to go with them, one with OTA whitelist, and they usually are, as you suggest, on a power trip. There's no real easy way to circumvent this, except to give the Civil Administrator a list of duties that go beyond walking around the streets with a bodyguard saying "hello" to people. Thinks like public speaking, visiting ration centers, accompanying the MPF during apartment inspections, showing up to work cycles to engage with the players, etc. In HL2, Breen was more a public figure for the citizens, and so it only makes sense that the CA in a HL2RP server should interact more with the citizens than they do the MPF.

    I find that the CA role takes a bit of passive roleplay to do correctly and to add some fun. The CA is just a figurehead, so for the server I would say that we should give them tasks to complete and do daily, that being specific things only the CA can do that way they feel a sense of importance for their character and it's not a borefest. Things that not only involve giving speeches, some paperwork (that actually can change things), etc.. But having a strong sense of governing. As well as to give the citizens a way to feel "involved". We can use the CA to enact change and be for the people so to speak so that they feel like they have a voice.

    The CA can be an important and very immersive role if done correctly. I've seen countless times, no one do anything with their CA role because servers make it so the CA just sits in their office and does nothing but talk into the screens. We have a chance to change that.

    That sounds cool and all, but it has all already been done before. It's nothing really special. We need something new which redefines the faction and actually makes it useful.

    This is actually a REALLY cool looking system. I think with some minor tweaking this could actually fit in very well for what we're trying to do.

I personally think that the civil administration system should be a government with internal politics and relations so that there is the potential for roleplay, player interaction with the lore and world and interesting scenarios attached. One of the key things I'd like to see are internal Union conflicts on how best to manage the issues we see in the game with side interests playing a key role. I have a few ideas about controversial union political subjects to be faced, but I think it's important that there is something more than static bland "union good amirite" speech CAB we've seen before. Tie this in with Union factions such as Civil Protection (and more broadly Overwatch), Civil Workers Union, a medcial faction and (hopefully) a science faction there is the potential for a lot of interesting debate.

    That sounds like the correct course of action. But could you elaborate? Maybe give example(s)?
     
  10. as CA I was really proactive to the point where it was my main character, and I basically served as the primary antagonist not just to rebels but to citizens themselves. My character would constantly have anticivil malignants escorted up to his office and over a very long chat would suggest they had two simple options, receive judgement or do him a favorpoo and so many took the latter and would commit horrid acts against the public under the disguise of the resistance and my character would utilize the resistance as scapegoats it was a pretty political climate. Id have marches and parades showing off OTA and the MPF, walk around in public sometimes on my own to interact with people and overall cooked up events that I put into effect and even had rigged/faux democrat votes

  12. In my opinion, the City Administration shouldn't be doing "politics" and stuff, instead, they should be used as... well managers - administrators. And so, there'd be a CWU, CMU or any other Union branch manager, then sub-managers of these branches (Manager of Human Resources, Equipment, Finance etc.) They shouldn't be uber elite council discussing the most important problems of the city - this is reserved to dispatch. They should instead be the ones that make sure the Civil Worker's industry is functional and the loyalists are rewarded. I also think that something along the lines of a "Civil Embassy" or "Union Embassy" would be cool. They'd basically deal with any Loyalist stuff and rewards, citizen's trying to get a re-location coupon, a citizen trying to apply for CWU and stuff, they'd be a connection between all the other union factions.
