Inspections.
Rashiuns.
Loyalty checks.
More work cycles.
Roll-to-loot or at least some form of weak looting so that a few gunfights can erupt without having to knock out a CP.

half of the citizens dont show up to work cycles, and most roleplayers nowadays complain about them
inspections arent roleplay, its citizens being forced to afk on a wall without /meing or units will yell at them to stay still, they just get tied and searched
rations should be done every 2 hours and they dont last very long, and rarely is there roleplay - its just afking in a line. if you talk you get booted out
loyalty checks take 30 seconds
roll to loot is trash - why would a citizen find anything useful anywhere unless its like a pipe in an industrial area or something

Work cycles are boring, rations are boring, inspections are boring. Just the same series of performs and says with maybe a bit of alteration.

/me is afraid of combinez, /me shows id card or applies to big evil CP, /it cp give me food or makes me work or forces me against a wall or w/e, /me walk away or /me work, or stand around while the CP presses f3, then f4 and looks through my empty inventory.

Now if you had some kinda curve ball that you throw at players during one of these, that could make it a little more interesting, but idk. It lost its charm for me a while ago, hopefully someone finds a way to get it back.

In all honesty doing stuff in HL2 that would be fun for every player is hard. Nearly everything thats acceptable lore wise that citizens can do are boring, really.

Something you could try doing is adding some type of economy. Make more buisness permits. Make work cycles rewarding so people will show up. Make rations include more than just 60 tokens and a can of food. Maybe make rations in a... Theater ticket that people can use to watch some propaganda/fun at the theater? (if the map has one)

Make inspections more citizen friendly. Maybe a ration reward if a citizen fully complies. Try to rush your CP players a bit to get it done faster.


I don't know that much can be done about HL2RP, but I wish GearLock good luck on their servers and their future servers!
