    If I understand you as well, you want to let everyone be whatever they chose to be.
    You can do it by add the "public" factions to the config file, I don't remember what it is, but I remeber it's somewhere there.
    Just seek for "Citizen", then create a simple plugin including this line.

    Add those faction into the settings karl....
    I can't remember where, but you have some setting file which controls the basic whitelist everyone gets.
