Our average playerbase at the moment is around 14 players sometimes it will spike to 32 sometimes a full server.

    Disregard the slums.
Like, seriously. Get rid of them. The more places a Citizen has to go, the less they will complain.

Have events that include citizens. Give them guns for a short while through toolgun, since those are removed upon death, and have a holdout event.

To be quite honest, citizen RP is always best made by the citizens themselves. It's more a problem of people who play them as opposed to admins. However, all I can say to you is to not restrict much in the sense of where they can and can't go, because it's irritating. What I mean by that is, don't OOC propblock. However, unlawful areas of entry are okay in my opinion, just as long as people can go in them.

I'm kinda shooting shots in the dark here too, but offer them just the smallest of things. Vending machines, an active Civil Worker's Union, letters to the Administrator, etc. My first server I joined, my favorite thing to do was go in the apartments and go and talk to people. Then when I got bored, I walked around and explored the map, then went back inside and continued the cycle. Slowly and slowly, the character developed into a resistance fighter. I then made another citizen. This one became an MPF officer. One of the servers I played on, we had a trash division of the Civil Worker's Union. Although most of them were corrupt, it was still a fun roleplay.

Yeah, good luck with your server.

As for a map, if there was an Industrial 17 with the C18 Apartments, that would be hands down the best map ever. Industrial in my opinion is good for underground resistance and just plain exploring, as long as there is nothing prop-blocked.

What you mean by that? Like, integrate it as part of the plaza?

  11. im pretty sure he means dont block them off from citizens
which i agree probably the only useful point so far

The main issue with having a slums is that everyone sees them as a chance to get to the resistance. The resistance should be smart about their base, they shouldn't make it all fortified and in plain sight, and a resistance member shouldn't be a common sight anywhere in the map. Plus, having a hardpoint for slums requires someone to stand on it and guard, which is boring as fuck. It also means people can lolrun on through it when no one is looking. Having no slums negates all of that and allows people to RP in more than just the apartments and plaza. You feel?

  13. No, I don't feel.

Any resistance base in HL2RP will hardly be able to remain secretive, especially since nearly all HL2RP servers use the same extremely well known maps. You're not going to be able to make a hidden base when 100% of people know City 18, 17, 45, whatever the hell like the back of their hand. Custom maps? Well gee I can just load that shit up in single player, not like there are any custom hl2rp maps in the first place. Christ, even Lemonpunch just uses an edited version of City 17.

Generally, you're not going to be able to make a base without people trying to break in, clear cut and simple. Blocking off the entire slums is an even worse idea since now you're restricting people from massive amounts of roleplay, and any sort of complaint is retorted with "just go passive rp", boy I sure do love the idea of passive RP.

Imagine yourself out on the streets of London or Bangladesh or wherever the fuck you live. Go try to talk up some random guy. Either he's going to ignore you, give Planck-length small-talk, or try to get out of there because some creepy skinny white kid is invading his personal space. Passive RP, especially in the plaza, is hindered by the ridiculously pathetic amount of subjects to talk about, considering how everyone practically a prisoner and have been for over a decade. What is there to talk about? How your last beating went? There's absolutely nothing to gain by talking to some other creepy skinny white kid while pretending to be a completely different person. The idea of blocking off the slums and being forced to do this is an absolute turn-off for any sensible person.

Passive works plenty fucking better with the slums open, since it opens up way more branches with resistance, contraband, whatever the fuck pleases you. The only reason you should talk to people in HL2RP is if they actually had some sort of value. I won't get anything for chatting up the guy who's jumping on the benches, but at least I could have an enjoyable time talking to a Resistance member, who has actual interesting input and can actually get you somewhere in the server. I do not remember any conversation I ever had with anyone since I started playing on Slidefuse when it was around. I remember various firefights and, you know, fun things. I never got access to doing any of these things by being stuck in the plaza. Any server that did this I never even continued to played on because there wouldn't be a reason to, I wouldn't get anywhere. Any hopeless cling of the off-chance that some Resistance member would be in the plaza is just absurd to think about in the first place. There is no one of value to talk to in the plaza to actually get to the interesting and memorable parts of HL2RP.

So basically, don't block off the slums. You won't get any new players doing that.

All of the owners of any HL2RP server I've ever seen have the same mindset of restricting roleplay for players in general. I have yet to see any sort of server who will actually let me make a damn meth lab, or something actually interesting, without having to create a tedious application or needlessly argue with the owner or some stupid shit. If it was as clear-cut and simple as PMing an admin "Hey can I make a meth lab?" then you have a gem of a server that I would adore to play on. This is probably the only real way you could make roleplay as a citizen interesting, but, realistically, in order for this to even happen you'd need to spend practically a year on the server just to get trusted, and by then would have whitelists to play on, because I couldn't spend a week on just a citizen alone if I had no clear way to actually progress on the server. The only interesting roleplay comes FROM the big factions like Resistance or MPF, and there is no basis of citizen rp that you could possibly make interesting. It's like trying to make roleplaying as a prisoner in Alcatraz interesting.

You can put on any event you want, but all it leads to is a 2 hour apartment lockdown while anyone who actually managed to developed some sort of character is actually having fun with the event while I'm alt-tabbed jerking it to granny porn or something. If you can come up with a miracle of an event where citizens fully contribute, and I don't mean cleaning up rubble from the previous actually fun event, then by fucking god you're the hero HL2RP deserves.

tl;didnt read because im a bitch: There really isn't anything you alone can do to make citizen roleplay interesting. It's the bottom of the barrel. You would need an admin+ to authorize pretty much any creative idea (meth lab) on your own, passive rp is a fucking joke, and the only real way to keep people actually wanting to play is to get them somewhere on the server, which happens to be anything but a citizen.

Then you'll join and come up with some bullshit rp scheme to try and get inside even tho you don't know it's there IC

Right, but who are you to say what a character does and does not know?

Seriously, I can't tell you how many goddamn servers go "You don't know this place ICly" then ban anyone who enters looking for RP.
