    citizen rp is stimulated not by laying down a plethora of random things for the citizens to do but rather to give them a few options and let them morph those options into interesting, rp-invoking things. for example, allow citizens to purchase empty stores and inventories for those stores. someone could make a bar and that bar could become a hotspot for people to go to, including citizens and metrocops. boom, you just made citizen rp better. get what i'm saying? you lay down a few things and then allow citizens to make whatever they want out of those ideas (within reason, of course).

    Don't block off the slums, that shit infuriates me to no end. Like, unless you got a good way of doing it (such as CP checkpoints) then don't do that shit.

    Don't make places like the slums completely blocked off but don't make it a cake-walk to get in.
    Restricted areas of cities tend to be dangerous in some way or another.
     
  5. Make sure your admins (when they're not busy with their duties) or yourself actually roleplays and passives as a citizen with other citizens.
