I've commissioned stuff for $5-25 and it all was original art, and actually decent too.
I was just throwing that into the ring because material design (not that that is spec) is fun.
Honestly with the thing you're looking for, I'd look into like, furry artists. I know its disgusting but hey, I'm sure they get a lot of bird related commissions.
