    IIRC there's one administrator on every city, not just 17. It may be just up to your interpretation though like the whole storyline.

    OT: Jesus even my idea about a HL2 novel is better than this bullshit, fuck i can write up a lore in less than ten minutes and it'd still be better than this crap what server is this god damn
    i wouldnt be surprised if this was SCG/ASG/LP's next move to be honesto

    It was a guided experience that wasn't really meant to flesh out into a universe, I don't think. Laidlaw was always a fan of making a universe, but Half Life 1, 2 and the Episodes far from reflect that.
    The fans took it upon themselves to make it a universe for roleplaying, you can't blame them for that.
    It's like starting a... Star Wars RP and then getting mad at Lucas for not fleshing out the story of a planet that you essentially created yourself.

    Personally, I find the lack of information better than an established canon within the universe. It allows for people to be creative in their interpretation and filling up the plot holes.
