    If this isn't an objective statement of fact and is an implication that Cuba does medicine better than the US - simply compare quality of care between the two and that sense of "better" fades. Its like saying "North Korea has more military members proportionate to population than the US". Yeah sure, but that doesn't mean they'll beat the US in a war or battle.
