Welcome to Neotokyo.
The year is 2036, and Japan has fallen into a state of social/political strife. The general populace cries out for military influence outside of Japan in order to reestablish itself as a world power, the Japanese armed forces agree. When a legislative push to allow offensive military maneuvers outside of Japan fails, the military responds by defecting and attempting to overthrow the established Japanese government. This coup attempt fails, but it was extremely close to succeeding. In order to suppress further coup attempts, the prime minister forms the task force GROUP 6/National Security Force, the core intelligence of which comes from an exodus within the original group of defected military personnel.
Very shortly after the NSF is formed, they begin to receive word of a second major coup attempt by a strengthened variant of the original defectors, armed with all the weaponry and ordinance of the former armed forces, complimented with a strong manufacturing arm. This is seen as an immediate threat by the prime minister, which prompts an offensive counter-maneuver by the NSF against the new coup group.
This new breed of military defectors fly a new flag, "SPECIAL OPERATIONS GROUP 43", or "JINRAI." Their mission: Assassinate the prime minister and eliminate anyone associated with the National Police Force or NSF, thus allowing offensive military action outside of Japan.
Civilian favoritism is divided on these factions, however. One group of civilians protests that the NSF, be them anti-war or not, treats them unfairly, and does not cater to even their simplest needs. This group favors JINRAI, under the mindset that a little bit of war outside of Japan would result in their victory, thus raising the economy. The other group, however, state that the government-of-the-people that the NSF boasts will come in time, and that you can't be expected to treat your citizens properly if you're fighting a war. This group believes that the hypothetical war that would ensue if JINRAI won would damage infrastructure of Japan and China, thus causing innocent people to suffer.
This is Japan's Civil War, one of the bloodiest wars ever fought in Asia.

Civilians in modern Japan live a life infested with corporate consumerism and fear of getting caught in a crossfire between factions. The treatment of regular people by the NSF has decreased significantly since the fighting broke out, the NSF suspicious of the people they're in-charge of, resulting in both subtle and unsubtle oppression across all aspects of life. While most native Japanese people would favor the JINRAI for their nationalistic mindset, American inhabitants may favor the NSF more, given their democratic intentions.
Civilians are allowed augmentations and placement into cybernetic shells, thanks to MURLAUGH Corporation and their subsidiaries, all of which are implanted with various types of loud advertisements, which seem impossible to escape, along with the never ending nightmare that-is shopping in Japan.
Civilians have several opportunities to become employed, ranging from prostitution, to white collar jobs such as office work, to enlisting in one of the factions to become a ground unit or a cybernetic decker.

Lead by the prime minister, forged in political motivations and corrections, the National Security Force has a single goal: Stop JINRAI. The NSF run on American ideals, wanting to inject a free-market and economical flourish into Japan. They're a small force, numbering in slightly over 600,000, but they make up for this in unmatched training and highly controlled trigger discipline, along with finely tuned combat drugs and simple yet effective augmentation combinations. They have, however, fallen from grace slightly, as the military fighting has exhausted nearly all their resources allocated for the National Police Force, thus making the police occasionally improperly equipped to deal with situations, along with the widespread mistreatment of their citizens and workers, most of which are either privately or openly supportive of JINRAI.
Contrary to their marketing campaigns, their distaste for war is not morally motivated, but instead driven by a need to preserve funding and keep Japan's recent reputation of being a defensive country in-line to keep foreign affairs quiet.
"We're not dictators, we're not the bad guys, you can think of us as that, if you'd like, but you'd be wrong. We don't want Americanism to be in our affairs, we do not wish to be taken over by another force, we are Japan, we are prideful of that, and we take honor in our ancestors and our traditions. We will protect our citizens and allow them to do as they wish, we have no false intentions, we want to rule Japan as it has been ruled for centuries before us."

Fierce nationalism, independence, control, dominance, honor. These are all defining characteristics of JINRAI. While the NSF brand JINRAI as terrorists, they don't operate to instill fear in the general populace, and instead vow to protect native Japanese people and their heritage to the death, some would say to a fault, some would say that their distaste of Americans is racism. While they, at their core, are a force motivated by ambitions stemming from nationalistic pride, the individual parts of the JINRAI machine have slowly drifted out of sync, with their original message lost in translation, they've started privately accepting Americans into their force, under the logic that the means justify the ends. They are quite massive, however, rivaling the size of military super-giants such as the US Army, this causes some issues, however, as this size makes communication an issue, causing some units and chapters scattered across Neotokyo to be disorganized and improperly equipped. They offer several non-combatant jobs to civilians, such as accountant work and manufacturing, to name a few.

Following several long, complicated wars, Tokyo had changed and expanded so much it adopted the term "Neotokyo" as an unofficial new name. Neotokyo is devided into many different sectors and districts, ranging from red-light to corporate, to commercial and residential, all of which are expansive, Tokyo now covering much more ground than it had before the wars and revisions. It's truly an alive place, the cultural capital of Asia, one of the most expensive cities ever built, and one of the most populated, with some apartments only taking up 50 square feet. Unfortunately, some parts of the city have been partially destroyed or defaced by the war.
